The Maastricht Trap
Because Germany banned commercial dispensaries, many assume they can take bus line 350 to Vaals or Maastricht, legally purchase cannabis, and return. This is a massive federal felony. The federal "Bubatzkarte" rule prohibits consumption within a 100-meter line of sight of schools, kindergartens, youth centers, and public sports facilities. In a dense student city, this creates a complex mosaic.

The Procurement Crisis
How do 45,000 students legally obtain cannabis when dispensaries are banned and importing from the Netherlands is a federal crime?
1. Social Clubs (CSC) Impossible
Clubs are legally capped at 500 members. Given the student population, waitlists are years long. Plus, the 6-month residency requirement locks out Erasmus students.
2. Telemedicine Recommended
Cannabis is no longer a narcotic (BtMG). Expats and students use online doctors to receive digital prescriptions for sleep/stress. German pharmacies then mail medical-grade cannabis directly to Aachen via DHL.
